J\u00e1 que \u00e9 para plagiar, por que n\u00e3o copiam outras regras b\u00e1sicas do futebol, entre elas, O Cart\u00e3o Vermelho a Suspens\u00e3o e tantas outras que se aplicam a cada contexto?<\/strong><\/p>\n

Foi promulgada nesta quinta-feira (18), pelo vice-presidente do Congresso Nacional, Wladir Maranh\u00e3o (PP-MA), a Emenda Constitucional 91\/2016 que abre espa\u00e7o para que os candidatos \u00e0s elei\u00e7\u00f5es deste ano, que exercem mandatos de deputados ou vereadores, mudem de legenda.<\/p>\n

A emenda abre a chamada janela partid\u00e1ria, um per\u00edodo de 30 dias ap\u00f3s a promulga\u00e7\u00e3o da PEC para que os deputados federais mudem de partido sem que haja puni\u00e7\u00e3o por parte da Justi\u00e7a Eleitoral e \u201csem preju\u00edzo do mandato, n\u00e3o sendo essa desfilia\u00e7\u00e3o considerada para fins de distribui\u00e7\u00e3o dos recursos do Fundo Partid\u00e1rio e de acesso gratuito ao tempo de r\u00e1dio e televis\u00e3o\u201d.<\/p>\n

A medida n\u00e3o afeta senadores, nem autoridades que ocupam cargo no Executivo, que j\u00e1 s\u00e3o livres para trocar de legenda sempre que desejarem. Na C\u00e2mara, envolvida com discuss\u00f5es sobre o ajuste fiscal e o pedido de impeachment da presidente Dilma Rousseff, a expectativa \u00e9 que a janela resulte em mudan\u00e7a expressiva no quadro partid\u00e1rio do Congresso Nacional, empossado h\u00e1 pouco mais de um ano.<\/p>\n

O Partido dos Trabalhadores (PT) perdeu dez deputados desde a posse. Vinte e um deputados se filiaram ao Partido da Mulher Brasileira (PMB), que obteve registro no Tribunal Superior Eleitoral (TSE) em setembro. A Rede Sustentabilidade, que conseguiu registro no mesmo m\u00eas, passou a ter bancada de cinco deputados. Com a perda de dez dos 69 deputados eleitos, o PT deixou de ser o partido com maior bancada na C\u00e2mara, que passou para o PMDB com 67 deputados.<\/p>\n

Antiga Regra<\/em><\/strong><\/p>\n

\"TROC4\"<\/a>Aprovada no ano passado, a norma altera a decis\u00e3o do Supremo Tribunal Federal (STF), de 2008, que entende que os parlamentares que mudassem de partido sem justificativa perderiam o mandato, pertencente \u00e0 legenda.<\/p>\n

Na mesma decis\u00e3o, o STF entendeu que a desfilia\u00e7\u00e3o para a filia\u00e7\u00e3o em partido rec\u00e9m-criado n\u00e3o acarreta perda do cargo. Assim, com a cria\u00e7\u00e3o de novas legendas, como o Partido da Mulher Brasileira e o Rede Sustentabilidade, no ano passado, pelo menos 38 deputados mudaram de sigla, conforme informa\u00e7\u00f5es da Secretaria-Geral da Mesa da C\u00e2mara.<\/p>\n
