Governo vai cortar Programa Farm\u00e1cia Popular e tirar dinheiro de UPAs e Samu<\/figcaption><\/figure>\n

A fonte secou e, em 2016, n\u00e3o haver\u00e1 dinheiro suficiente para manter importantes servi\u00e7os gratuitos de sa\u00fade no pa\u00eds: o programa Farm\u00e1cia Popular e os procedimentos de alta e m\u00e9dia complexidade. O Minist\u00e9rio da Sa\u00fade vai acabar, j\u00e1 no in\u00edcio de 2016, com o \u201cAqui tem Farm\u00e1cia Popular\u201d \u2014 uma parceria com grandes redes de drogarias, que oferece descontos de at\u00e9 90% em rem\u00e9dios. Al\u00e9m disso, avisou que, no \u00faltimo trimestre do ano que vem, n\u00e3o ter\u00e1 mais dinheiro para fazer repasses a estados e munic\u00edpios.<\/p>\n

Na pr\u00e1tica, a Uni\u00e3o ter\u00e1 verbas para repassar \u00e0s Unidades de Pronto Atendimento (UPAs) e ao Servi\u00e7o M\u00f3vel de Urg\u00eancia (Samu) somente at\u00e9 setembro. O corte de R$ 3,8 bilh\u00f5es afetar\u00e1 ainda cirurgias eletivas, interna\u00e7\u00f5es, hemodi\u00e1lises \u2014 em centros m\u00e9dicos conveniados ao Servi\u00e7o \u00danico de Sa\u00fade (SUS), hospitais universit\u00e1rios e unidades da Santa Casa.<\/p>\n

No caso do Farm\u00e1cia Popular, apenas as 460 unidades pr\u00f3prias do governo, que distribuem rem\u00e9dios de gra\u00e7a, ser\u00e3o mantidas. Neste caso, o corte ser\u00e1 de R$578 milh\u00f5es. O programa foi criado em 2006 para a compra de rem\u00e9dios contra colesterol, Parkinson, diabetes, glaucoma e osteoporose, al\u00e9m de anticoncepcional.<\/p>\n

O corte do governo federal se materializou na proposta de Or\u00e7amento enviada ao Congresso Nacional. Mas o Executivo aposta em emendas parlamentares para tentar recompor, em parte, o rombo na Sa\u00fade. A ideia \u00e9 pretende pressionar os parlamentares a aprovar a medida que destinaria ao setor recursos oriundos do DPVAT (reservados para pagar indeniza\u00e7\u00f5es em casos de acidentes de tr\u00e2nsito).<\/p>\n

Por enquanto, foram preservados os gastos com a compra de vacinas e medicamentos. At\u00e9 2015, o total destinado \u00e0 Sa\u00fade era equivalente ao que foi desembolsado no ano anterior, mais a varia\u00e7\u00e3o do Produto Interno Bruto (PIB), isto \u00e9, R$ 103,7 bilh\u00f5es. Agora, o governo ter\u00e1 de reservar 13,5% das receitas correntes l\u00edquidas, ou seja, R$ 100,2 bilh\u00f5es.<\/p>\n
